The Prosecutor General has filed charges against a Russian serviceman for the forcible removal of 15 children from the Kherson region to Russia during the 2022 occupation.

Ukraine’s Prosecutor General has filed charges against a Russian soldier who organized and participated in the forced deportation of 15 Ukrainian children at gunpoint in southern Ukraine.

According to official documents seen by media outlet Euronews, the case centred on children in the care of a local school director and her husband in the village of Novopetrivka in the Kherson region, during Russia’s occupation.

Three of the children were orphans, 10 had no parental care and the remaining two were living in what was described as difficult circumstances. 

The accused Russian soldier and several other service men arrived at the school, threatened people with weapons and later interrogated the director.  

Deportation to Russia 

The next day, the Ukraine Prosecutor General says, the soldiers organized the forcible removal of the children who were escorted by approximately 20 armed servicemen. The director and her husband were also taken.  

The group was first deported to Stepanivka, deeper inside Kherson where they stayed for around three months. In October, shortly before the region was liberated by Ukraine, they were moved to Russian-occupied Crimea and then on to Krasnodar Krai in Russia. 

The children were then housed in a child care institution and, according to the court papers, forced to “sing the national anthem, participate in propaganda events and were forbidden from speaking Ukrainian.”

The incident took place between March and November 2022. 

‘No justification’ 

The case shows how Russia is systematically carrying out the forced deportation of Ukrainian children, Maksym Maksymov, head of projects at Bring Kids Back Ukraine, told Euronews.  

He said there was “no justification” for the transfer of the children to Russia. 

“The children were not in danger, they had shelter, food, and care. What happened instead was a deliberate operation, with a clear chain of actions from surveillance and control to forced transfer and deportation, alongside efforts to erase their identity,” Maksymov told the outlet. 

Maksymov told Euronews this case is important because it allows Ukraine “to identify not just the crime, but the individual responsible for organizing and carrying it out.” 

20,000 children abducted 

Deputy Prosecutor General Viktor Lohachov said thousands of children have been taken by Russia.  

“We are talking not only about 15 children from one specific locality. According to the information currently available, data on more than 19,000 children are being verified and this figure is not final,” he was quoted by Euronews as saying. 

Lohachov said the criminal proceeding has established the full chain of events. 

Ukraine says almost 20,000 children have been illegally abducted by Russia since 2022.  

However, the US-based Institute for the Study of War think tank says the actual number is almost impossible to verify.
