The White House has said President Donald Trump will not approve any agreement that fails to advance US national interests and security objectives.
Speaking to Fox News, a White House spokeswoman said: "President Trump will not sign any agreement that does not serve the country and its national security."
The spokeswoman also pointed to recent movements in energy markets, arguing that the agreement had contributed to lower oil prices.
She said oil prices fell after the memorandum was signed and predicted they would eventually return to pre-conflict levels, reflecting expectations of greater stability in global energy supplies and shipping routes.
