The Leningrad Region will establish additional mobile fire groups at industrial facilities and critical infrastructure sites, staffed by reservists, Governor Alexander Drozdenko announced after a meeting of the operational headquarters.

The decision was made in response to the need to strengthen defenses against drone attacks, he said. Drozdenko called on residents of Leningrad Region — veterans in particular — to sign a three-year agreement under a reservist contract through the local draft office.

Maximum service on active duty status for air defense duties would range from 2 to 6 months, he said. Reservists would be employed at industrial enterprises and critical infrastructure sites.

The mobile fire groups will be placed under the command of the 6th Guards Air Force and Air Defense Army and separate military units stationed in the Leningrad Region, he added. The Leningrad Region government and enterprises at critical infrastructure sites will provide additional support to those units.

Russia’s armed forces’ mobilization reserve is made up of individuals who have voluntarily signed contracts to serve in the reserve. In October 2025, the Defense Ministry drafted legislation allowing reservists to be called up by presidential order for special training exercises, in addition to the regular and inspection exercises already in place. Vladimir Putin signed the bill into law on December 30, after it passed three readings in the State Duma in a single day.
