Illicit Enrichment Committee Extends Disclosure Deadline

The Committee to Combat Illicit Enrichment announced that it has extended the deadline for the voluntary disclosure program for an additional three months, starting from the end of the current deadline, which was set for the end of May.

The official Syrian Arab News Agency, SANA, quoted the committee as saying that the extension decision was based on its national responsibilities to recover funds and assets linked to illicit enrichment, strengthen economic stability, and the powers granted to it.

The extension decision also came after the committee reviewed requests and appeals received from people who were unable to benefit from the previous deadline for the voluntary disclosure program.

The committee explained that the decision follows an assessment of the results of the previous phase, which showed the importance of the voluntary disclosure program as a legal tool adopted in similar international experiences and United Nations recommendations. The program helps accelerate the recovery of funds and assets, reduces the burden on judicial tracks, and allows files to be handled within a regulated legal framework, while preserving the state’s rights and the public interest.

Protection From External Extortion Attempts

The committee said it took into account complaints and appeals it received from some businesspeople, who reported facing extortion attempts or pressure from individuals linked to remnants of the Assad regime outside the country.

According to the committee, the extortion included claims of possessing information or documents linked to previous business activities or relationships with institutions of the former regime, and attempts to exploit this for financial gain or to pressure them.

The committee stressed that yielding to such practices does not provide legal protection. It called on anyone facing these attempts not to engage with them, to make use of the additional deadline granted, and to initiate voluntary disclosure and settle their status in accordance with proper procedures, providing a clear legal path and preventing their exploitation or pressure against them.

Reporting Extortion Attempts

The committee called on all people facing any extortion attempts, financial demands, or threats linked to their previous work to report them immediately by visiting the committee’s headquarters or through the electronic channels designated to receive reports and complaints via the committee’s official website.

The committee reiterated that all reports related to extortion, attempts to influence, or threats will be handled confidentially in line with proper procedures and will be subject to verification and appropriate measures in coordination with the relevant authorities.

It stressed that benefiting from the voluntary disclosure program does not mean all requests will automatically be accepted, noting that each case will be studied according to the standards adopted within the committee, ensuring justice, protecting public funds, and balancing individual rights with the public interest.

What Is the Voluntary Disclosure Program?

The voluntary disclosure program is a temporary opportunity granted by the Syrian state to those who want to open a new page in their lives, according to the principles of transitional justice, disavow the dark points in their past, and repay their debt to the Syrian people.

It aims to enable individuals and institutions associated with suspicions of illicit enrichment to take the initiative and voluntarily reveal the reality of their financial situations by submitting data and documents that help assess sources of wealth and correct possible violations.

The program was announced in December 2025 as part of an exceptional legal track lasting six months and ending at the end of May, before the new announcement extended the deadline for an additional three months.

50 Settlement Requests

An official in the Committee to Combat Illicit Enrichment revealed to Enab Baladi that there are 50 settlement requests from figures linked to the former regime that the committee will decide on before the end of May.

The official, who asked not to be named, said today, Sunday, May 10, that any of these figures who submitted settlement requests but refuse to conclude a settlement in line with the commission’s required standards and principles will have their files referred to the judiciary at the end of May. The voluntary disclosure deadline expires at the end of the month.

He added that the commission opened the door to voluntary disclosure of illicit enrichment by businessmen and businesswomen who were commercially involved with the regime’s circles and inner core.

A source close to the commission also revealed that it placed a precautionary attachment on the movable and immovable assets of former General Sports Federation President Firas Mualla and his family, in addition to imposing a travel ban on them.
