Macron on €90bn for Ukraine: "Plan A" must be honoured
French President Emmanuel Macron says the EU must implement its agreed €90bn loan for Ukraine, warning there is no alternative to the original plan.

French President Emmanuel Macron has said that EU leaders reached a unanimous agreement in December 2025 to provide Ukraine with a €90 billion loan for 2026-2027 and this commitment must now be fulfilled.

"So for me, there is no Plan B, because Plan A must be honoured. The credibility of the Council is at stake."
Details: Macron stressed that "when heads of state and government agree on a decision, it must be honoured. Otherwise, this amounts to a collapse of the very meaning of our interactions."
He also thanked Ukrainian President Volodymyr Zelenskyy "for agreeing, in this regard and in this context, to welcome an EU mission to Ukraine to provide technical assistance and funding for the repair of the Druzhba oil pipeline that was damaged by Russian strikes."
Background:
The European Union welcomed Ukraine's commitment to repair the Druzhba oil pipeline, damaged by a Russian missile, within six weeks.
At the European Council meeting in Brussels on 19 March, EU leaders criticised Hungarian Prime Minister Viktor Orbán for blocking the €90 billion loan for Ukraine.
Orbán said Hungary will not lift its veto on decisions favourable to Ukraine until the Druzhba pipeline resumes transporting Russian oil.
