decree signed on April 29 prohibits importing radio-electronic devices designed to transmit and/or receive radio waves from foreign communications satellites — including dual-use satellites — that have not received frequency band allocations from the State Radio Frequency Commission.

The ban covers Starlink satellite internet terminals, produced by Elon Musk’s American company SpaceX.

Ukraine’s military, which is fighting Russia’s Armed Forces, makes active use of the Starlink satellite communications network. Russia’s military also used Starlink, but in February satellite terminals went offline en masse at the front. The terminals had entered Russia illegally through third countries.

In March, Russia launched into orbit the satellites of the Rassvet system, which is being called an analog of Starlink.
