A total of €5 billion is required to finance resilience plans, and work is underway to identify funding sources.

This was stated in an interview with Ukrinform by Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development.

“More than UAH 22 billion already allocated from the reserve fund is initial, priority funding. It allows us to begin practical work on constructing engineering and technical protection for facilities and implementing certain solutions in the regions. However, the overall need is significantly larger. In total, when speaking about the full scope of measures under the resilience plans, it amounts to more than €5 billion,” he said.

According to the Deputy Prime Minister, the government understands the scale of the amount, so funding sources must be combined.

“This means the state budget, co-financing from local communities, international grant support, as well as concessional loans from international financial institutions and other instruments,” he explained.

Kuleba noted that agreements had already been reached with partners on financing certain areas of the resilience plans. This includes generators, cogeneration units, modular boiler houses, and equipment for water and heat supply.

“However, if we talk about full financing of all resilience plans, the work to identify funding sources is ongoing and will continue. It is also very important not to wait for the full package, but to start implementing what we can already begin, while simultaneously securing resources for subsequent stages,” he said.

As previously reported, Deputy Prime Minister Oleksii Kuleba met with an IMF mission, discussing the funding needs of communities to prepare for the upcoming heating season.
