Quote: "In order to preserve the lives and health of service members performing tasks both on the line of contact and in the rear, I have signed an order on the mandatory rotation of personnel carrying out tasks on the front line."

Details: Syrskyi said commanders must ensure that troops remain in positions for no more than two months, followed by mandatory replacement (rotation), which must take place within a period of no later than one month. Rotations are to be planned in advance, taking into account the operational situation, the nature of combat operations and available assets and personnel.

The order also sets out mandatory requirements: medical examinations, rest periods for service members who have completed combat tasks and timely provision (resupply) of ammunition and food for those carrying out combat or special missions at their positions.

"Compliance with the order will be strictly monitored. Any violations will inevitably lead to consequences under current legislation and the statutes of the Armed Forces of Ukraine," Syrskyi warned.

The order is binding on all units performing combat tasks on the front lines.

Background:

  • Earlier, military ombudswoman Olha Reshetylova said in an interview with Ukrainska Pravda that research by the Office of the Military Ombudsman shows that after 40 days at a position, a person becomes indifferent to whether they survive or not, meaning such prolonged deployments cannot be considered effective.
  • Previously, a situation involving soldiers from the 14th Brigade of the 2nd Mechanised Battalion of the Armed Forces of Ukraine, serving on the Kharkiv front, gained public attention. According to their relatives, the servicemen had been in extremely difficult conditions for eight months, with a systematic lack of food and drinking water at their positions.
  • Following this, the General Staff announced the dismissal of commanders of the 14th Brigade and the 10th Corps for concealing the real situation at the front, losing positions and failures in supplying troops.
