The EU and Ukraine have finalised the text of the loan agreement required for Kyiv to receive a €90 billion loan for 2026-2027. The document has been submitted to the Verkhovna Rada (Ukrainian Parliament) for approval, along with a Memorandum of Understanding on the loan.

Details: The draft law on ratification of the Loan Agreement and the Memorandum of Understanding between Ukraine and the European Union regarding macro-financial assistance under the loan has been registered in parliament under No. 0376 dated 28 May 2026.

European Pravda notes that the Memorandum had been signed in Brussels on 20 May, while the Loan Agreement was signed on 27 May.

Approval by the Verkhovna Rada, followed by ratification by 24 EU member states providing Ukraine with the €90 billion under an enhanced cooperation mechanism (27 EU states excluding Hungary, Slovakia and Czechia), will enable the EU to disburse the first tranche as soon as possible.

According to sources cited by European Pravda, the first tranche of macro-financial assistance, worth €3.2 billion, is expected to reach Ukraine's treasury around mid-June.

The first tranche of military assistance worth €5.9 billion is also expected in June and will be used for the procurement of Ukrainian-made drones.

Background:

  • Earlier, it was reported that before receiving the first €3.2 billion tranche of macro-financial assistance, Ukraine must fulfil a number of conditions, including the submission of a draft law on the taxation of low-cost parcels.
  • Prior to that, it was also reported that Ukraine must implement a number of reforms to receive part of the budget support under the EU's €90 billion loan. These requirements will be based on elements of a plan known unofficially as the "10-point Kachka-Kos plan", one of which provides for the adoption of an Anti-Corruption Strategy.
