North Hamgyong province’s party committee has launched a targeted inspection campaign in 2026 to root out the concealment of construction materials and illicit wealth accumulation tied to state housing projects across the province.

A source in North Hamgyong province told Daily NK on Wednesday that central authorities abruptly ordered a joint, high-intensity targeted inspection by party and judicial organs of all housing construction sites and financial institutions in the province on June 20 and 21. The North Hamgyong provincial party committee then convened an emergency video conference to relay the order to city and county party committees across the province.

At the heart of the directive is an order for inspection teams, made up of party committee officials and members of judicial organs such as prosecutors, to closely examine whether core state-supplied materials assigned to housing construction sites, including cement, steel and lumber, have been diverted. A targeted inspection, unlike a routine review, is a high-intensity probe aimed at identifying and punishing specific violations rather than assessing overall performance.

The inspection teams have also been ordered to review the account books and cash flow of every financial institution handling material-related funds, looking for any concealment of materials or illicit wealth accumulation that circumvented state control at any stage from planning to execution of material supply.

The inspection appears to stem from a judgment by central authorities that the state-led housing construction project, despite serving as a barometer of the party’s ability to carry out its decisions, has been slowed by widespread false reporting and material diversion among on-site officials.

Officials brace for punishment as example

Amid the inspection, workers on the ground reportedly say the crackdown sends a clear signal that authorities intend to judicially punish units that violated the principle of meeting every target set from above, adding that inspection teams are combing through anywhere money and materials are circulating, despite being called a targeted inspection.

Officials leading housing construction efforts and cadres at financial institutions are reportedly trembling with extreme fear and tension, believing the inspection is meant to root out and make an example of those deemed to lack loyalty, patriotism and party spirit.

Specifically, officials leading a housing construction site in Chongjin are said to be anxious, worried that if the judicial inspection exposes padded performance reports, which for months touted achievements exceeding monthly targets amid so-called “creative struggle” campaigns, the resulting exposure of material diversion could cost several people their lives. The “creative struggle” is a party-led production campaign urging workers to exceed assigned quotas.
