Ukraine has returned two children who were left without parental care in Almaty, Ombudsman Dmytro Lubinets said on Thursday, April 23.
According to Lubinets, the case began in March 2026, when a sister and brother, identified as Kateryna and Artur, were found alone in Kazakhstan.

Ukrainian authorities coordinated a complex effort to bring the children home, working with the National Social Service, regional child protection services, and Ukrainian diplomatic missions.
The operation involved arranging documents and organizing a safe route through multiple countries before the children were able to return to Ukraine.
Lubinets said the children are now safe.
He thanked Ukraine’s Foreign Ministry and diplomatic missions in Kazakhstan, Turkey, and Moldova for their role in the process.
“Our children must be home, regardless of where they are,” he said.
