In addition to approving amendments to the EU's long-term budget for 2021-2027 to enable the provision of a €90 billion loan to Ukraine in 2026-2027, EU ambassadors are also set to consider adopting the EU's 20th package of sanctions against Russia at a meeting of the Committee of Permanent Representatives (Coreper) on Wednesday 22 April.

Details: The 20th package of sanctions against Russia has also been placed on the agenda of the 22 April meeting of EU ambassadors along with the €90 billion loan for Ukraine.

Both issues – the amendment to the EU's long-term financial framework and the 20th sanctions package against Russia – have been added to the agenda as non-discussion items.

If the ambassadors of Hungary and Slovakia, who had previously blocked both the loan and the sanctions package, do not object in principle to their adoption, a written procedure for approval will be launched.

The written procedure usually lasts one day and is therefore expected to continue until the morning of 23 April.

The decision may be adopted earlier if all member states sign the approval document sooner.

If the ambassadors of Hungary and/or Slovakia raise reservations (which remains possible if, in particular, their governments consider it essential to wait until Russian oil physically reaches them via the Druzhba pipeline), consideration of both issues will be postponed.

Background:

  • On 21 April, Ukrainian President Volodymyr Zelenskyy said that Ukraine had completed repairs to the Druzhba oil pipeline, which was damaged by a Russian missile attack in January 2026.
  • Slovak Foreign Minister Juraj Blanár stated that his country is ready to support the 20th package of sanctions against Russia, but only once Russian oil reaches Slovakia via the Druzhba pipeline.
  • Hungarian Prime Minister Viktor Orbán also said earlier that Budapest would unblock the EU's €90 billion loan for Ukraine only after supplies of Russian oil via the Druzhba pipeline are resumed.
  • On 21 April, Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, expressed optimism that the decision on providing €90 billion to Ukraine would be taken within the next 24 hours.
