The agenda is heavily focused on mitigating the severe damage inflicted by relentless Russian aerial bombardments on Ukrainian power generation and distribution networks. The Council will prioritize the financing, protection, and rapid restoration of critical energy infrastructure, as well as discussing long-term measures to strengthen the overall resilience of Ukraine’s energy grid.

Crucially, these infrastructural discussions are tied directly to military aid, with the EU Council highlighting that urgent support for Ukrainian air defense systems will be a central topic of the meeting, as interceptors are required to shield the grid from further destruction.

Calls for equitable burden-sharing

Beyond immediate tactical and financial aid, the Council is expected to address the broader distribution of support among European nations. A diplomatic source from a leading allied nation told Suspilne that there is a growing push for a fairer distribution of responsibilities within the bloc.

“Burden-sharing is important in the non-military sphere, but especially in the military sphere. The current situation, where a very small group of member states bears the lion’s share of support for Ukraine, is unacceptable,” the diplomat stated.

Parallel defense summit in Paris

The Brussels meeting is part of a synchronized diplomatic push by Kyiv on July 13. While Sybiha focuses on energy and immediate EU support, President Volodymyr Zelensky will be in Paris attending a summit of the Coalition of the Willing.

Hosted by French President Emmanuel Macron, the Paris gathering is expected to draw at least 25 heads of state and government. The coalition, which aims to provide long-term financial and military support to Ukraine, is expected to expand to include Moldova and North Macedonia.

In Paris, discussions will focus on broader security guarantees, a proposed US-led ceasefire monitoring mechanism, and new defense initiatives that Macron is expected to announce, framing the summit as Europe taking greater responsibility for its own security in the face of the Russian threat.
