The military noted that the Syzran plant is one of the largest oil processing enterprises in the Samara region, with a design capacity of 8.5 million tons of oil per year. It produces gasoline, diesel, and aviation fuel used to supply the Russian Armed Forces.

In the Sea of Azov, Ukrainian forces struck 10 Russian tankers and four ferries. According to the General Staff, the tankers transport Russian oil and petroleum products to bypass international sanctions, while the ferries provide military logistics and cargo transportation for the Russian army.

On July 11, Ukrainian troops struck a Russian train carrying fuel and lubricants near Tokmak in the Zaporizhzhia region, damaging the locomotive.

The General Staff also confirmed the results of a July 10 strike, reporting damage to an oil processing unit at the NOVATEK-Ust-Luga complex in Slobodka, Leningrad region.

Background operations

The official confirmation follows earlier reports of drone activity targeting Russian energy and maritime infrastructure. The Exilenova+ Telegram channel reported that drones struck the Syzran facility, with OSINT analysts indicating the use of FP-1 drones. Analysts suggested the strike targeted the ELOU-AVT-5 unit, which accounts for up to 30% of the refinery’s primary oil processing capacity.

In a Fuel Crisis, Russia Prioritizes Fuel for Terrorizing Civilians

Despite claims of great-power status, Russia’s fuel crisis exposes a weak regime diverting resources from its own citizens to intensify strikes on innocent Ukrainian civilians.

The Syzran plant, integrated into the state-controlled Rosneft corporation, was previously targeted on April 18 and May 11. Operations were temporarily halted following those strikes. Russian authorities have not officially commented on the latest attack on the refinery.

Separately, Rostov Region Governor Yuri Slyusar stated that a drone attacked a tanker in the Don-Azov Canal. The governor reported that the vessel was empty, the resulting fire was localized, and no casualties occurred. He also claimed Russian air defense systems intercepted over 20 Ukrainian drones in the Rostov region.

These events follow a series of Ukrainian operations in the Sea of Azov and the Gulf of Taganrog. On July 9, Slyusar reported that two tankers were damaged by drones in the Taganrog Bay. Prior to that, the General Staff reported the destruction of 12 Russian tankers in the Sea of Azov.
