The telephone call that didn't take place between Prime Minister Benjamin Netanyahu and Lebanese President Joseph Aoun momentarily became the most important test of whether the war in Lebanon could be ended. But the justified media interest in the very fact of the call's existence – or more accurately, its nonexistence – ignored the fact that just a few days earlier, Lebanon's government and president were considered irrelevant by official Israel.
