Syrian Development Fund Allocates $15M to Five Sectors

The Syrian Development Fund announced on May 14 that it allocated initial financing worth $15 million to support several vital sectors. According to the fund, the targeted sectors include education, health care, economic empowerment, removing remnants of war, and strengthening response and early warning, based on field needs identified across Syrian governorates.

The fund added that the support aims to contribute to the return of residents, improve basic services, and provide the conditions for dignified stability for families, while stressing that details of implementation and selection criteria will be published transparently in stages.

In this context, Safwat Raslan, director general of the Syrian Development Fund, said on his official X account that the fund had received complaints and information about some individuals or entities requesting donations or financial payments in the name of the Syrian Development Fund in exchange for processing transactions, granting licenses, or providing various facilitation services.

Raslan confirmed that no entity or person, inside or outside Syria, is authorized to represent the Syrian Development Fund or collect donations on its behalf, stressing that the fund does not impose any type of donation or contribution on any individual or entity. He explained that all contributions made to the fund are entirely voluntary and are not linked to any return, privilege, or facilitation of any kind.

The Syrian Development Fund relies fully on a non-cash transaction system, with all transfers and contributions made exclusively through the official accounts announced on its verified official platforms, according to Raslan’s statement. Raslan called on everyone to exercise caution and not deal with any unofficial requests or entities claiming to represent the fund, urging people to report any similar cases immediately through the fund’s official email so the necessary measures can be taken.

First Quarter 2026 Report

The Syrian Development Fund issued its quarterly report for the first quarter of 2026, revealing that it recorded donations and financial pledges worth $83 million.

Of that amount, $41 million had been collected by March 31 through local banks, electronic applications, and donation platforms, with a collection rate of 46% of total registered pledges. The report explained that the first quarter of 2026 saw a strategic establishment phase, during which institutional foundations were laid, operational frameworks developed, and an initial portfolio of multiple development programs built, in addition to forming strategic partnerships paving the way to implement more than 45 development initiatives.

The report showed that Syria still faces one of the world’s most severe humanitarian and development crises, with cumulative economic losses exceeding $800 billion and more than 15 million people needing assistance to cover their basic needs. It added that more than 80% of the population lives below the poverty line, while the overall unemployment rate exceeds 50%, with youth unemployment rising above 60%.

On food security, the report said around 12 million people are suffering from food insecurity, alongside a sharp decline in food production capacity.

In the health sector, the report explained that more than half of hospitals and primary health centers are operating below capacity or are out of service, while around one-third of qualified medical and nursing staff have permanently left the health sector. In education, the report showed that more than 2 million children are outside the education system, with a gap in teaching staff exceeding 40,000 teachers.

Regarding infrastructure, the report noted that more than one-fifth of housing units were damaged or destroyed, while more than half of the water and sewage networks went out of service. It also pointed to the presence of more than 6 million refugees outside Syria and around 7 million internally displaced people.

Establishing the Syrian Development Fund

The Syrian Development Fund was established under Decree No. 112 of 2025, with the aim of supporting reconstruction efforts and stimulating economic recovery amid challenges facing infrastructure and vital sectors in Syria.

Under the decree, the fund’s establishment aims to achieve the following:

  • Contributing to reconstruction.
  • Restoring and developing infrastructure, including everything that supports citizens’ daily lives in terms of services and facilities, such as roads, bridges, water and electricity networks, airports, ports, communications networks, and others.
  • Financing multiple projects through interest-free, benevolent loans.
  • According to the decree, the fund’s sources of financing are as follows:

    • Individual donations from citizens inside and outside Syria.
    • Regular donations through the permanent donor program, which allows fixed monthly subscriptions.
    • Subsidies, grants, and donations are accepted by the fund in accordance with applicable laws and regulations.
