Details: According to a statement from the US Department of State, Trump "has been clear that Russia is welcome to attend all G20 meetings as the United States focuses on delivering a successful and productive summit".

"No formal invitations have been issued at this time, but Russia is a G20 member and will be invited to attend ministerial meetings and the leaders' summit," said a senior administration official speaking on condition of anonymity during a media briefing.

Meanwhile, Trump told journalists in the Oval Office on 23 April that he was not aware of any invitation to Putin, but would not object to it.

"If he came it would probably be very helpful," the US president said.

He added that he is "of the opinion that you talk to everybody", while also expressing doubt that Putin would attend even if invited.

The Washington Post noted that Russia has not taken part in in-person G20 meetings since 2019, initially due to the Covid-19 pandemic and later because of its full-scale invasion of Ukraine in 2022 and an International Criminal Court arrest warrant issued for Putin.

Background:

  • On 23 April, Russian officials claimed that Putin had received an invitation to the Miami summit, although it remained unclear whether he would attend. Kremlin spokesperson Dmitry Peskov said in a call with journalists that "a decision on the format of our participation will be taken closer to the summit".
  • Russian Deputy Foreign Minister Aleksandr Pankin said the US had issued an invitation "at the highest level", but that it was still unclear whether it would be accepted, given the summit is months away.
  • In March, Trump said he had held a "very good" phone call with Putin, during which they discussed the war in Ukraine and escalating tensions in the Middle East.
  • The call came amid Trump's announcement of a decision to lift oil sanctions against "some countries".
