Deputy PM Kuleba explains how regions implementing resilience plans

Implementation of resilience plans for protecting energy facilities has exceeded 50% nationwide, with Kyiv, Cherkasy, and Kharkiv regions performing best in developing alternative energy sources.

This was stated in an interview with Ukrinform by Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development.

“Regarding engineering and technical protection of critical infrastructure facilities, the average level of completion of the preparatory stage across the country is currently over 50%. Some regions have already moved on to the next stages, including foundations and installation works – this concerns more than 300 facilities,” Kuleba said.

He also added that the situation with alternative power generation in communities varies.

“There are regions moving quickly, such as Kyiv, Cherkasy, and Kharkiv regions — because they already have equipment, prepared sites, and a clear understanding of funding sources. There are regions where the pace is slower — Chernivtsi, Poltava, and Kherson – where acceleration is needed in design, procurement, and construction and installation works,” he said.

Overall, the Deputy Prime Minister noted that the situation is changing dynamically.

“I want to emphasize that the key priority for us is results before the start of the heating season. We have repeatedly made clear to all heads of regional administrations that implementing resilience plans is their personal responsibility,” Kuleba added.

As previously reported, Ukraine has allocated UAH 22 billion for resilience plans, while a total of €5 billion is needed for their implementation. Funding will be sought from multiple sources.
