EU’s Kallas Arrives in Kyiv on Bucha Massacre Anniversary

Kaja Kallas arrived in the Ukrainian capital on Tuesday alongside European ministers, marking the anniversary of the Bucha massacre in a show of solidarity and a renewed push for justice.

Ukrainian Foreign Minister Andriy Sybiha said the high-level visit underscores Europe’s commitment to holding Russia accountable for war crimes.

“Today, we commemorate the grim anniversary of the Bucha massacre. On that day, horrific pictures of slaughtered civilians shook the entire world to its core,” Sybiha said.

“Such a strong European presence on this day demonstrates that justice for this and other Russian atrocities is inevitable.”

Kallas, the EU’s High Representative for Foreign Affairs, is expected to join discussions on legal action against Moscow, alongside talks on military and energy support, and the reintegration of Ukrainian veterans.

Before formal meetings begin, European diplomats will take part in commemorations and visit Bucha, Irpin, and Borodianka – towns that became global symbols of Russian atrocities against civilians.

Sybiha also noted the timing of the visit coincides with another milestone: four years since Ukrainian forces launched the campaign to liberate the Kyiv region from Russian occupation.

“This is a reminder of our defenders’ heroism. Ukraine knows how to win,” he said. “This visit is a sign of true bravery and solidarity with Ukraine.”
