The Shin Bet security service's Jewish Division is in a deep crisis that worsened since Shin Bet chief David Zini took office, several sources told Haaretz. Zini views violence by settlers and extreme-right activists in the West Bank as insignificant. He does not call attacks on Palestinians in the West Bank as "Jewish terror," but rather as "cases of friction" between Jews and Palestinians.
