Education Minister Yoav Kisch's demand that the heads of Israel's universities sign a written commitment to prevent "disruptions" and expressions of government criticism on campuses, while threatening that refusal would lead to legislation imposing economic sanctions on their institutions, is extortion typical of authoritarian regimes.
