Ukraine may receive the first payments from the EU €90 billion loan as early as next week.

According to an Ukrinform correspondent, this was stated by EU Commissioner for Enlargement Marta Kos ahead of a meeting of the EU Foreign Affairs Council in Brussels.

“It is my responsibility. Whatever it has to deal with Ukraine – it is the responsibility. of the European Commission, so we are in a good way, I hope that next week we will be able to disburse the first payments,” Kos said.

When asked whether she believed the loan could help stop the war, she replied: “I would love to be in position to say that the money will stop the war. Unlikely, I can’t say this. But this money will enable Ukraine to defend not just the country but also Europe and European values.”

She noted that the disbursements are planned through the end of 2027, while discussions on financing Ukraine in the next EU multiannual budget are still ongoing.

“But for the time being and with the help of the donors, I think that we can provide enough money, or a good part of the money, not just for the military part but also for the normal functioning of the state. Partially this money, as you know, will go to the state budget,” she said.

Kos added that for this, Ukraine must deliver the reforms, “and it is delivering.”

As previously reported, on April 23, the EU Council approved a €90 billion financial assistance package for Ukraine for 2026–2027. The amendment to the EU’s long-term financial framework removed the final legal obstacle to granting the loan. The funding is expected to be a key tool for ensuring macro-financial stability and supporting critical infrastructure.
